2024 HJTA Legislative Report Card
HJTA’s Legislative Report Card is designed to help Californians gauge how their state representatives are performing on taxpayer-related issues, including, but not limited to, tax increases and direct attacks on Proposition 13.
This year, 10 Assembly Members and 8 Senators received grades of A. Senators Brian Dahle, Shannon Grove, and Rosilicie Ochoa Bogh scored A grades, Roger Niello, Kelly Seyarto, Janet Nguyen earned an A+ and Scott Wilk earned an A-. In the other house, Assembly Members James Gallagher, Bill Essayli, Kate Sanchez and Diane Dixon earned grades of A, with Josh Hoover, Jim Patterson, Tom Lackey, Tri Ta and Laurie Davies scoring grades of A-.

2021 HJTA Legislative Report Card
Our report card is designed to help Californians gauge how their state representatives are performing on taxpayer-related issues, including, but not limited to, tax increases and direct attacks on Proposition 13.
As with last year, we only considered floor votes. This allows all legislators to vote on a bill at the same time and removes the potential risk of grade inflation. We also gave bills that have made it through both chambers greater consideration in our scoring. It is those bills, like SB 323, a direct attack on Proposition 218 that seeks to destroy the rights hard-won for taxpayers in Howard Jarvis Taxpayers Assn. v. City of La Habra, that were most likely to hurt (or help) taxpayers.
Abstention votes on legislation count as half credit.
Senator Patricia Bates was the only legislator to score a perfect 100 this year. Eleven other legislators received A’s, including fellow Senators Andreas Borgeas, Shannon Grove, Melissa Melendez and Scott Wilk as well as Assembly Members Frank Bigelow, Steven Choi, Vince Fong, James Gallagher, Kevin Kiley, Kelly Seyarto and Randy Voepel.
Sixteen other legislatures were awarded B’s, and one legislator was awarded a C. Sixteen legislators received D’s and 74 flunked.

It is those bills, like ACA 11, now Proposition 19, a massive tax increase on inherited properties, that were most likely to hurt taxpayers, or in the case of good bills, to help taxpayers.
Abstention votes on legislation count as half credit.
Senators Patricia Bates, Melissa Melendez and Mike Morrell received a perfect 100 percent. Ten other legislators received A’s, including fellow Senators Shannon Grove and John Moorlach as well as Assembly Members Bill Brough, Phillip Chen, Steven Choi, Vince Fong, Kevin Kiley, Marie Waldron, Jim Patterson and Melissa Melendez. You may have noticed we mentioned Melendez twice. She received an A in the Assembly before winning a special election to represent the 28th State Senate District.
Seventeen other legislators were awarded B’s, including Democrat Sharon Quirk-Silva, and three legislators were awarded C’s.
Eighty-four lawmakers flunked.

This year, we slightly changed our scoring system to remove policy committee votes so that only floor votes are considered. This allows all legislators to vote on a bill at the same time and removes the potential risk of grade inflation. Abstention votes on legislation count as half credit.
For the first time a Democrat, Assemblywoman Cottie Petrie-Norris (Laguna Beach), received a perfect 100 percent. Fifteen other legislators also received perfect scores: Assembly Members Bill Brough, Vince Fong, Tom Lackey, Devon Mathis, Melissa Melendez, Jay Obernolte, and Randy Voepel, and State Senators Patricia Bates, LingLing Chang, Senate Republican Leader Shannon Grove, Brian Jones, Mike Morrell, Jeff Stone and Scott Wilk.

2018 HJTA Legislative Report Card
Our report card is designed to help Californians gauge how their state representatives are actually performing on taxpayer-related issues, including tax increases and direct attacks on Proposition 13. Thirteen legislators received perfect scores in 2018: Assembly Members Catharine Baker, Frank Bigelow, Bill Brough, Phil Chen, Heath Flora, Kevin Kiley, Tom Lackey, Devon Mathis, Melissa Melendez, Jay Obernolte, Marc Steinorth and Randy Voepel, and State Senator Mike Morrell.
Please know that it is very important to HJTA that this process be as fair and nonpartisan as possible. To aid in this objective, we have given half credit for all vote abstentions. We believe those legislators with the courage to abstain as opposed to always pushing the green button should be rewarded in some fashion. To that end, we note that two Democrat legislators, Sabrina Cervantes and Sharon Quirk-Silva, received “B” grades, their best scores ever.

2016 HJTA Legislative Report Card
Our report card is designed to help Californians gauge how their state representatives are actually performing on taxpayer-related issues both positive and negative. Positive proposals include bills that clarify the parcel tax exemption process for seniors and create additional campaign finance transparency, negative bills include a car battery tax increase, which we chose to double-weight in our scoring, and numerous bills which serve to undercut the ballot initiative process.
Seven legislators received perfect scores in 2016: Assembly Republican Leader Chad Mayes, Shannon Grove, Jay Obernolte, Matt Harper and Don Wagner. They were joined on the Senate side by Ted Gaines and Jim Nielsen. Assembly Member Matt Dababneh was the highest scoring Democrat, thanks to his authoring of Assembly Bill 1891, an HJTA-sponsored proposal.

2014 HJTA Legislative Report Card
Our report card is designed to help Californians gauge how their state representatives are actually performing on taxpayer-related issues both positive and negative. Positive proposals include bills strengthening transparency provisions for the reporting of local property parcel taxes, negative bills include tax increases and direct attacks on Proposition 13.
This year, we slightly changed our scoring system to include a two year scoring average. This is more in line with the two-year cycles that historically have been adopted by the California Legislature. Five legislators have received a perfect 100 percent average over the last two years: Assembly members Brian Dahle, Tim Donnelly, Beth Gaines and State Senators Joel Anderson and Mark Wyland.

2011 Legislative Report Card
Our report card is designed to help Californians gauge how their state representatives are actually performing on taxpayer-related issues.
The 2011 scores stem from 22 bills. This year we double-weighted two bills: ABX1 40 and Assembly Constitutional Amendment 6, as they represented a tax increase and a threat to Proposition 13 and the initiative process, respectively. Also for the first time, we did not give a score to a legislator. Since March, State Assemblyman Jeff Gorell (R-Ventura) has been serving our country overseas in Afghanistan and was unable to vote on many legislative bills.
For this evaluation to be as fair and non-partisan as possible, we have taken a number of steps to ensure that the scorecard is balanced. We adjusted our grade levels downward to ensure a legislator gets a "C" grade if they agree with the taxpayers' positions more than half the time. 2010 Legislative Report Card
Our report card is designed to help Californians gauge how their state representatives are actually performing on taxpayer-related issues. For the 2010 legislative season, 18 bills were used to evaluate and grade voting records. A good number of these bills deal with tax increases - often masquerading as fees -- or direct assaults on Proposition 13 and Proposition 218, the Right to Vote on Taxes Act. Others deal with measures that would inhibit the voters' ability to engage in the initiative process that is so important to taxpayers.
For this evaluation to be as fair and non-partisan as possible, we have given half-credit for all vote abstentions on bills that would increase the burden on taxpayers. We understand that it can be difficult for lawmakers to resist pressure from legislative leadership and special interest lobbyists, and have chosen to acknowledge this by giving partial credit.
The 2010 scores reflect what a difficult and partisan legislative year it was. A majority of legislators in both houses received a score of D or F. At the top end of the scale, only 19 legislators received 'A' grades. Of these there were five members who received perfect score of 100% for 2010. Assemblyman Ted Gaines deserves special mention. He has now received a perfect score twice, continuing his strong reputation as a solid defender of taxpayers.

Assemblymembers Blakeslee and Emmerson were elected to fill Senate seats during 2010. Any Senate votes they took have been included in their Assembly scores.
Assembly Member Mike Gatto was elected in a Special Election to finish the term of Paul Krekorian. Due to the timing of this election, Mr. Gatto's vote totals may be fewer then his peers.
Assemblywoman Audra Strickland and Senator Mimi Walters missed numerous votes due to health and personal issues. Their grades are not an accurate reflection of their sterling records on behalf of taxpayers.
Due to a change in our position, only the final legislative Floor votes on AB 1718 (Blumenfield) are included.
2009 Legislative Report Card
The 2009 Legislative Report Card rates lawmakers based on their votes on 35 bills. As HJTA has done in previous years, 14 bills were double-weighted, including all six constitutional amendments that attacked Proposition 13 or 218. Also, all legislators voting for February's $12.6 billion in new income, sales and car taxes received an automatic 20 point deduction.
Regarding individual legislators, HJTA is pleased to report that for the second consecutive year, Assembly Member Joel Anderson has received a perfect score from HJTA. He is joined in this fine accomplishment by Assembly Member Diane Harkey. These two legislators are now in rare company; over the last three years only five legislators have aced the scorecard.

2008 Legislative Report Card
The Howard Jarvis Taxpayers Association Annual Legislative Report Card is designed to help Californians gauge how their state representatives are performing on taxpayer-related issues. For the 2008 legislative season, 29 bills were used to evaluate and grade voting records. Reflecting the gravity of these bills, one-third (10) are double-weighted. Most of these are bills that deal with tax increases — often masquerading as fees — or direct assaults on Proposition 13 and Proposition 218, the Right to Vote on Taxes Act.
Only 28 legislators (23 percent) received an "A" this year, a record low in the report card's six-year history.

2007 Legislative Report Card
The Howard Jarvis Taxpayers Association Annual Legislative Report Card is designed to help Californians gauge how their state representatives are performing on taxpayer-related issues. For the 2007 legislative session, 49 bills were used to evaluate and grade voting records. Practically all of these bills deal with tax increases — often masquerading as fees — or direct assaults on Proposition 13 and Proposition 218, the Right to Vote on Taxes Act.
In a change from previous years, we have double-weighted those bills with the most serious consequences for taxpayers, which we have dubbed "Taxpayer Traps."
Finally, we triple-weighted Assembly Constitutional Amendment 8, our number one target this legislative session. While portraying itself as an eminent domain reform measure, ACA 8 actually would have inserted more loopholes into the takings process, making it easier for local governments to seize property, including homes, for the benefit of other private interests.

Some bills included opposition from the "Stop the Hidden Taxes Coalition," of which HJTA is a member. This was sometimes used in place of a direct letter from the organization.
HJTA's "Taxpayer Traps," or the bills that would have the most impact on taxpayers, were weighted double.
Assembly Constitutional Amendment 8, HJTA's #1 target, was triple-weighted.
SB 1, SB 93 and SB 976 were "gut and amend" bills included on the scorecard. Only those votes beginning with the major amendments were included.
