ARTICLE: Getting It Half Right on Redevelopment

The OC Register reports that the budget plan’s changes to city redevelopment agencies are –like the budget plan itself – a mixed bag. These agencies, which have frequently abused their ability to increase taxes from areas what they deem as "blighted areas," will lose much of their revenue but will be allowed to extend the tenure of their programs by up to 40 years.
