Poor nations need abundant affordable energy to lift people out of poverty, and Indian officials have labeled proposals to deny them access to these resources “climate imperialism.” California illustrates the harm emissions taxes and mandates can have on economic well being, with “energy poverty,” or the number of families spending over 10 percent of their incomes on energy, reaching 15 percent in some counties.
