California law requires agency positions open for more than six months be eliminated, but bureaucrats have found ways to keep the positions open and still receive funds even after receiving warnings from human resources officials, writes AllGov.com. A recently conducted audit noted “circumvention was commonplace and even encouraged by management,” at many state agencies. With funds distributed for positions that are in actuality vacant, auditors were unable to determine exactly where the money went.
