California’s Department of Social Services currently maintains a registry of all home care aides in the state and includes only the name of the aide, along with their registration status. If The bill AB 1513 becomes law the registry would allow consumers to determine if an aide has passed a background check, and the personal contact information (names and addresses) would no longer be provided to governmental and non-profit institutions focused on improving the quality of care, but instead would be provided to labor unions for the purpose of union organizing.
