Despite already having massive tax revenues, California’s lawmakers are considering two more tax increase measures: ACA 1 and SCA 5, two bills that would gravely hurt Proposition 13’s taxpayer protections. ACA 1 would lower the voting threshold for special taxes to 55 percent, as opposed to the current threshold of two-thirds. SCA 5 would allow school districts and community colleges to increase property taxes with a lower voting threshold of 55 percent as well.
