Republican gains in the Legislature are likely to block efforts by tax-raisers to pass new taxes legislatively, but a lower signature requirement for the 2016 ballot will make it easier for taxes to be proposed then, writes Dan Walters in the Sacramento Bee. A lower signature requirement makes qualifying ballot proposals cheaper, and tax proponents are already considering a repeal of Proposition 13 protections for businesses, extensions of Proposition 30, an oil tax and a tobacco tax.
