California legislators have devoted their attention to promoting liberal social policies but have neglected more important issues such as ensuring public safety and the construction of badly-needed reservoirs and canals, writes Victor Davis Hanson in the National Review. Many small business owners and middle class citizens have left the state, leaving a wealthy coastal population that makes its living in professions including entertainment, law and technology, and a much poorer inland population that suffers most from many of the state’s misguided policies.
