Governor Jerry Brown is currently advocating for tax increases to fund transportation, but Reason Foundation transportation analyst Baruch Feigenbaum argues in the Orange County Register that the real problem is waste and inefficiency, not a lack of revenue. Waste at the California Department of Transportation, or CalTrans, includes 3,500 excess staff and investment in planning for projects with no realistic chance of being built. 62 percent of CalTrans projects have reported cost overruns.
