With over a 100 local governments asking voters to approve tax hikes this November, almost twice as many as in November 2016, many city officials cite the need for more funding for public services in an attempt to distract voters from the real reason for increasing taxes: rising public pension costs. Despite state revenue increasing for the 10th straight year, and CalPERS announcing its second straight year of above-average earnings, the fact remains that pension costs are exceeding many cities’ revenue growth, reports Chris Reed.
